Young Australians (and New Zealanders) aged 18 to 30 can apply for a Luxembourg Work and Holiday visa allowing a stay of up to 12 months with limited work, study or internship. The Luxembourg Foreign Ministry decides the application.
Where to apply in Australia
Luxembourg has no resident embassy in Australia. The Belgian Embassy in Canberra, which represents Luxembourg for this scheme, receives applications from residents of Australia and New Zealand.
Honorary Consulates in Sydney and Melbourne are not mentioned on the Belgian page for this visa.
Contact details for every office are on the page of the embassy and consulates of Luxembourg.
How to apply
Complete the online form at visaonweb.diplomatie.be, print and sign it | assemble the documents | send the file to the Belgian Embassy in Canberra, which forwards it to Luxembourg | the Embassy gets the reply within about 30 days and, if approved, the physical passport must be sent for the visa
Applications are handled through Embassy of Belgium in Canberra (representing Luxembourg), https://australia.diplomatie.belgium.be/.

Good to know
The Belgian page shows no update date. Belgium's January 2024 visa-competence table (see the other Luxembourg lines) lists Paris, not Canberra, for Luxembourg visas, which conflicts with this page, so confirm with the Belgian Embassy (canberra@diplobel.fed.be). The Luxembourg ministry page only links to the programme with no detail. Appointment and postal rules are not stated; the page says applications are "sent" to the Embassy.
