Botswana citizens abroad who have never held a passport, or need a first one, can apply through a Botswana mission. The mission forwards the file, so the wait is long.
Where to apply in Australia
High Commission of Botswana, 130 Denison Street, Deakin, Canberra (ACT); also accredited to New Zealand, Indonesia, PNG, Fiji, Solomon Islands and Samoa.
Honorary consulates exist in Kendall (NSW), South Brisbane (QLD), St Kilda East (VIC) and West Perth (WA) per the DFAT list, but the Botswana consular-services page does not say which services they handle.
Contact details for every office are on the page of the embassy and consulates of Botswana.

Good to know
Source is the Ministry of International Affairs generic consular-services page (no date shown); it describes Botswana missions generally, not the Canberra High Commission specifically. Passport and Omang fee amounts are not published there; fees are paid into the Mission's bank account with proof attached.
