Someone with no valid BiH passport or ID cannot have documents certified at the embassy. Instead the signature is notarised in Australia and apostilled by DFAT, and the document goes straight to BiH.
Where to apply in Australia
Embassy of Bosnia and Herzegovina, 5 Beale Crescent, Deakin (Canberra, ACT), for all of Australia (also New Zealand and several Pacific states). Documents are lodged with the embassy, mostly by post.
The Sydney (NSW) consulate's own site (bihconsulatesydney.com) lists no consular services and refers applicants to the embassy's consular pages; all applications go to Canberra.
Contact details for every office are on the page of the embassy and consulates of Bosnia and Herzegovina.
How to apply
Write the document in Bosnian, Croatian or Serbian (or have an authorised translator translate it) | have the signature certified by an Australian Notary Public | take it to DFAT for an apostille | send it to the recipient in BiH; no further embassy step
