Anyone, of any nationality or residence, can request a certificate of good conduct about their own record held in Hungary. It is issued electronically by the Hungarian Ministry of Interior, authenticated by the consulate, valid 3 months, and issued in Hungarian only (a legalised English translation costs extra).
